Educating Parent's of Special Needs Kid's

I am very concerned and disturbed by some of the conversations I have had with parent's of special needs children in our school district. Denial by district to provide needed services for some children with medical and behavioral issues. Denial of Behavioral Intervention Programs (BIP), (not to be confused with, "behavior modification") and Positive Behavior Intervention Support (PBIS) in which the latter can be used for atypical and typical children.

I filled out numerous forms to be sent into the school at beginning of this school year. 99% of these forms were about "discipline procedures" used in the schools. Forms for academic requirements ( RTI, State Standards etc.) did not exist in this paperwork. One would almost think you were enrolling your child into a mental institution for the criminally insane.

I was really amused by the, " Student/Teacher/Parent Compact." Please note the definition of compact is:an agreement, a contract.
As written on form-" Compact: As a Title 1 program, we are required to have on hand a voluntary agreement between home and school. The agreement (compact) defines goals, expectations, and shared responsibilities of school and parents as equal partners for student learning. Please sign and return to your child's teacher as quickly as possible."

Of most concern to me was:
AS a Student, I promise to...
Cooperate with my parents about attending school regularly;
Go to bed when it's time to get enough sleep (8-10 hours) sleep each night
Student signature________________________Date:_________________

As a Parent/Caring Adult, I promise to ...
Have high expectations for my child as an individual;
See that my child attends school and is on time (before 7:45)
Find a time and a quiet place for schoolwork and make sure it is done;
Read with my child and let my child see me read;
Help my child learn to follow rules and resolve conflicts in positive ways:
Support the school's efforts to maintain proper discipline;
Attend conferences and communicate and work with teachers and staff members;
Respect school staff and the cultural differences of others;

Please notice the word "voluntary" . Please note that by signing this it becomes a legal contract. There are some good parenting practices in this contract. But as I see it the contract (school) is setting your expectations of your child for you. It is also telling you as a parent what to do with your child at home; what time to put your child to bed; and what morals and standard of living and respect you are to teach your child at home.

The contract is also defining (school guidance of how your child respects and cooperates with you as parents in the home.) how your child is to interact with their parents. School is taking complete control of parent child relationships in the home.

As far as I'm concerned the teacher's and the school district works for me as a parent, property owner, and tax payer of this school district and State of Georgia. Our tax dollars fund the school and the teachers payment for their services. The state of Georgia sets the Professional Standards for teachers an not the individual teacher. This" contract" is government control at it's finest. Basically it is a Socialist contract defining school social governance of children in the home and at school.

I did not agree to this contract as I noted:
We as parent's, reserve our parental rights to provide our children with our own standards and high expectations of respect, honesty, ethics, morals, cultural differences, physical or mental incapacity and disability related differences of others in our society.

We, as a family, practice and adhere to these standards in all aspects of daily life.
We trust that our child's teachers, school personnel, and administrators/ administration that are directly involved in the education of our children will provide a safe environment that is conducive to learning.
We do not require an agreement (contract) between Teacher/Parent/Student. We believe the teachers should follow the " Georgia Professional Standards Commission- Code of Ethics for Educators." which comply with the Standards numbered 1-10.
We do not voluntarily agree to a contract that narrowly defines our expectations of our children in the home, community, and school environments.

Parents, beware of what can happen once you sign this and it becomes a legal ( e.g. If you put your child to bed later than contracted, happen to not finish assigned school work or your child is late for school .) contract as you are authorizing the district authority to legally come after you for breach of contract if you fail to follow the contract.


I'm not a paranoid person, but my legal dealings with this district have educated me in the protection of my children. I sure as heck will not let them tell me how to raise my children at home and tell my children how they are to relate to their parents. I have had a few disagreements with my young child . I tell my child that he is to do what I tell him to do. I tell him if others tell him what to do, then he is to take this as advice.I as a parent set the rules and morals for my child.

I will send info. for BIP , PBIS and requirements for these with IDEA. I wil give you info. on where to find and how to get the medical needs of your child met in school through the IEP/504.

This is why I will do anything and everything I need to do in order to have my child attend a Private School.

cpsmith, you are absolutely correct about the private schooling. The cost of private school is out of reach for most parent's. I would have loved to have gone back to work and paid for private school for my kids,which was our intention, but I did not know one of my sons would have a disability and is dependent upon me for all his daily needs.

It's very costly for families with spec. needs child for the medical and therapies these children need. These costs can easily exceed 20,000 a year. If your family works and makes an annual median income and have private insurance, you don't qualify for any help for your child. Our federal system is completely reversed from what it should be.

If my husband didn't work and didn't provide private insurance for our family we would qualify for all state benefits.

There are people getting full state benefits that have never paid a penny in taxes or worked a day in their life. This is why our economy is in the shape it is now. The minority or few honest hardworking providers are supporting
the majority who do not contribute. I will not ramble on as I am just disenchanted with all forms of government lately.

I totally agree with you justice 4 all, those who need a little help but work hard can't get it.

As for the parent teacher contract, I signed the one for my daughter, because I didn't know what would happen if I didn't, I didn't want them to be able to come back and say hey your daughter can't attend school because we don't have this form on file for her. If it were up to me, I'd rather not sign it though. The way the schools are tightening up these days it seems as if someone has gotten a little out of control with the little bit of power given to them.

just an fyi..I read in a newspaper (not a Barrow newspaper) that Arne Duncan, Newt Gingrich and Al Sharpton are putting there heads together for education reform. I also do know of many state and national organizations working with legislators to end restraint, seclusion and corporal punishment. The ACLU just came out with a huge report called "Impairing Education". The Georgia Governor also has set up a task force - oh yeah, that was coverd by the AJC, not sure if BCN covered it though

Ladies and Gentlemen,
Barrow County Schools must serve all students, especially all of our special needs kids. I do believe that all parents must be engaged, involved and invested in each child's education, if they expect them to succeed. A contract however is not needed, and I oppose any such contracts, unless there is a specific legal health issue mandated by the courts.
Special needs parents have enough to worry about, without this ridiculous piece of paper. Real communication, not more paperwork is what is needed.
