Can we fix the senate now?

One senator is using senate procedure to hold up a bill needed by millions. This isn't like the health care bill where many senators and a non-zero quantity of the populace is concerned about it. This is a bill that:
1. Is needed by millions
2. Is supported by 99/100 senators

I think the filibuster is a good idea in principle, but this is a very clear abuse of the procedure. If it's not killed entirely (the nuclear option), then it needs to be changed.
